Scrap collectors are those who buy and trade scrap, they belong to the city's informal collection system. In Can Tho, scrap plastic from commercial areas, residential areas, and agricultural production activities is collected together with urban waste. Therefore, it is difficult to separate the plastic at the end of the source. At this time, the plastic will be classified and separated from other types of scrap by scrap collectors.

A network including: scrap collectors, scrap collection facilities and scrap plastic recycling facilities will form a system for collecting recyclable waste in Can Tho. Plastic collectors and recyclers are an important link in increasing the amount of recycled waste and reducing the amount of waste going to landfills.
